The best way to start learning about the sky settings, is to open up one of the original missions and copy the settings they have. The sky settings are under Editors-->Mission Parameters on the tool bar. All of the NewSky options. And then once you start understanding the various settings and layers that make up the sky, you can fiddle around with them and make them do different things. Also look around for a good tutorial.

If I may humbly add my advice...
Be careful on that snap-brush-to-grid command. If your grid is set to 16 and you do that, the target brushes will snap to 16. Not good if you've got a lot of small brushes snapping all over the place. To prevent a disaster, set the grid to 10 or 11. Definitely save it under a new name. Then go in and do an in-game walkthrough to make sure something didn't pop out of place.
Imported multi-brushes typically need re-snapping, especially rotated wedges.

Looking good so far.
One hint for retexturing is that if you're building a section with many brushes of the same texture, texture the first brush the way you want it and then copy it, and the textures for the new brush will match the same texture and scale as the original one.
You can't really retexture multiple brushes using a multi-brush. Though there are some advanced commands (I'm not to clear on them though) that will allow you to turn brushes of one type into another, or do mass texture scaling etc.

To the right of scale you have an arrow pointing left, this is to downscale the texture. The pointing to the right is for upscale. Default is 16. Upper you have horizontal scale and vertical scale. V scale if that is what you are referring to starts at 0, and must go up from there.

Try it with lightbright (Editor>Toggle Light) and also remember to portalize to see it properly with game lighting.

If nothing is happening to the textures, it's because the area needs to be optimized first. Perhaps R Soul can jump in here and explain what Detached means.

Well I'm not R Soul, but Detached just means that the Texture Gallery is open (that is, the texture is now being viewed in a detached window).
