You should be able to now.
A couple of years ago, members who hadn't visited for a while were sent an email. Those who didn't reply were placed in a holding pen and being there means you can't vote although you can post. To add to the difficulty, hotmail were refusing TTLG emails at that time so anyone with a hotmail address didn't get the email!
I've now moved you back to members.

Please make sure, though, that you cast your 2 votes at the same time. As it stands, you can't return later to vote for a 2nd mission.
