I have seen both notes. The enforcer note is in the forbidden library as said before. The other is either on a crate, or in the upper room at the tavern if I recall correctly. The ship is a possibility, but I think it was the room at the tavern.

Nope. The note on the crate is different. And there is also no such note in the tavern...

Exactly right. The note on the crate, while similair, is different. The one in the Bloody Ears Tavern is a letter from a Hammerite to a City Watch Captain regarding the Pagan Sappling.

I'm still fairly positvie I saw it.
I can't in anyway be sure that I didn't see it amongst the editor files instead of in the game though.
