People are probably confusing the couple of Haunts in the first Catherdral mission with the ones in the Lost City.
The odds of a Hammer haunt being down there is extremely low. There are really only two entrances - one was locked by the Keepers, the other requires you to be a fish or have a submarine. Actually, even the latter isn't explained very well, I can only assume the Mechanists spotted something while testing out their sub that led to them finding the Lost City. The only other groups to get into the Lost City are the Keepers (who locked the place up) and the Mages who probably teleported into the place directly.

The burricks and craymen? Perhaps burricks can breathe the noxious fumes that would build up if there wasn't some other way to the surface, and the craymen have gills. I would think that the mages, while possibly teleporters, would need to breathe somehow.
And if they're teleporters, how come they can't just teleport into the fire tower, how come they're milling around in various places on the way?

I've just checked with dromed - there's definitely no haunt in the LC (at least not anywhere near the bridge).
