This began a few weeks ago when I installed Steam under my recent Vista x64 partition, right on top of my XP partition's Steam folder. It's worked for me in the past without a hitch. Anyway, all my games where stuck in a "Download starting..." or "download updating..." state - verifying integrity, defragging and deleting *.blob files did jack shit. Nice job there Valve QA team, failing to catch such a big bug during the beta phase! Anyway, it was fixed in the current beta candidate, so I was happy for the time being.
Then I went to play my Steam-bought copy of Painkiller Gold and it was having trouble connecting to the key server. The usual reboots, verifying integrity, etc. didn't work here. I had to opt out of using the current beta candidate to get Painkiller to work. Everything seemed hunky dory for a few days, I could play my games in offline mode, but I went online over the weekend to buy the "Ultimate Indie Pack" that was on sale and left it in that state.
Today rolls around and none my games were accessible. The "My Games" tab was stuck in a state where it was "scanning for Steam game upgrades". Downgrading from the beta candidate must've screwed up the installation.
So I backed up Steamapps folder and reinstalled Steam, which took a few hours because my Steamapps folder is 100+ GB. Now I'm back to Square One with my original problem, all of the games are stuck in a "download starting" status and I thus can't use offline mode. :nono:

Do you use PeerGuardian 2? Turn that off when using Steam.

No, PG2 doesn't work with Vista x64 SP1.

Damn, did you try like a system restore? This is fucked. I would call VALVe, or contact them. Sounds like a huge problem, and they should have caught it. I like STEAM quite a bit. It is these occasional hitches that tend to leave a bad taste in users' mouths, and that just makes it worse for everyone. :( Keep us updated.

It's not my error, that method had always worked in the past for me when juggling Steam between multiple Windows partitions. Did you read the whole post? The perpetual "download starting" bug is entirely Valve's fuck up that they failed to catch in beta. You must be kidding if you think that I'm going to have multiple installations of Steam when there's over 100GB of installed games tied to it.

LOL, Ulu. No offense, EvaUnit, but my initial opinion was that it was a questionable tactic. Actions like that may work, but tend to be FAR less than rock solid. Just my 2 cents. I dunno.
