I experienced the very same troubles as EvaUnit right after a system crash, reinstalling Steam and installing the games again fixed it.

when dystopia got picked up for a steamworks release (there's still some good in valve) we delivered the RC to them and they integrated it into steamworks.
then we could iron out bugs and Valve gave every mod (at least of dystopia i know it) the chance to have their game tested by their own QA and TestingOffice. A few select ppl would have a look at it, try to install and give feedback about the game..................
we/I are not allowed to publish this anywhere but let me tell you we never had more fun reading their "analysis", especially the tester's one. I will never ever question anything Valve comes up through focus/playtesting in their games because I know some of their testers now.........they really wanna make their games playable for everyone. BELIEVE ME. even ppl that don't know that a mouse has 2 buttons get to test their game and give feedback.
which is hillarious for dystopia where you need at least half a brain to remember a little more than left-click. They had them install a dedicated server and try host a game....and gave dystopia feedback on their OWN creation, the dedicated source sdk server.....like WE can do anything about THEIR bugs, it was so golden.
one of our playtesters for dystopia, ZeroFlame, took this as a reason to apply for testing positions at a few US developers and publishers and after sending his resume he got ~3 jobs where he could start right away and a further 10 invitations. Now he already decided and declined some and they still try to get hold of him. The gaming industry is desperately seeking for testers ! maybe ttlg can help out although I fear even this boards' users are overqualified for this job.
