I thought offing Tenpenny gave you good Karma. It seems like every time I shoot him in the head, I get good Karma. But I never get the speech to Crowley that I shot him in the head. Its always Tenpennys dead, but not from a head shot, or something like that. Even though the people around Rivet City will talk about Tenpenny getting shot in the head, like a zombie.

Could be - or it could be that the TDS developers simply didn't consider her important or interesting enough to include her. The fact that she is never mentioned at all only tells me that she didn't get promoted to be Truart's replacement - I see nothing to suggest that she's dead (as opposed to Ramirez, whose absence from Angelwatch can definitely be interpreted that way). The role of the City Watch in general is not as prominent in TDS as it was in TMA, so there's no particular reason for Mosely to make an appearance, even if she is alive.
Is the new sheriff's name actually mentioned somewhere in TDS?

I've created fiction for myself that Mosely knew better than to take Truart's position (he was elected to be sheriff, what happened after he was assassinated?). I don't think she could hide her culpability under the scrutiny of the high position. She had a morality that could give her reason to not in good conscience take the position.
But, it was weird that there was no mention, until one realizes that half of what existed in the previous titles was utterly missing from TDS. Mosely was involved in the TMA story, even as a background story when she wasn't in the fore, from Framed to Trail of Blood--seven missions, two ACTS, half the game's timeline and number of missions.

So if Mosely did not become the new sheriff, who did? Does TDS mention the name of the new sheriff, i.e. do we know for a fact that the new sheriff is NOT Mosely?

TDS does not mention a sheriff at all. Warden Stout overseeing Pavelock is the only mention of criminal "justice" in The City. No Shoalsgate, no Cragscleft, no other prison, no other Law officer, no magistrates, constables, deputies, City Council, courts--nothing from the previous games.

In that case, it's possible that Mosely did indeed succeed Truart, if TDS makes no mention of either her or the current sheriff.
In my mind, I always imagined that after Truart's death, Mosely became acting sheriff (with both Truart and Hagen out of the picture, she would seem to be the most senior officer around) until the Baron returns from Blackbrook and makes a new appointment. IIRC, TDS doesn't mention whether the Baron has returned or not, so we don't know whether a new permanent appointment has been made, and if so, whether the appointee was Mosely or someone else.

But the question is, what if you killed her in Courier? She would be incapable of being sheriff because she is dead, so shouldn't future levels/games be forced to treat her as a fatality just in case?
