Greek, Roman, and Norse pantheons are full of gods who are at different levels of power and immortality. The games are full of clues that the Trickster is derived from the lesser-gods Loki, Pan, and the archangel Lucifer, as well as a satyr counterpart to the dryad Viki.
Constantine was his actual name, what he called himself in his journal, and the name he used for his human façade. He never lost his power, but he lost believers and influence and wanted to give humans the need to call upon him again. I do think it's an interesting take to assume the retrieval of The Eye restored his powers to him, but the evidence shows he already had his powers He just needed The Eye to project the strong chaos from the heart of The Maw onto The City, and return the physical darkness of night over the land, to instill fear and a reason to worship in return for his mercy.
He had been driven back by the Hammers, their hammery "Builder" magic, and their technology, especially artificial light to banish the darkness of night and fear of what it hides, but we witness the time of his return to undo the advances of human civilisation in the games. The ancient parchments tell the story, and this one hints at what his Dark Project is kind of about, people fearing the woodsie ones:

Thief Gold's "The Sword". He was there to give King Gruliac of the Kurshok the Crown as a gift of his favor. Gruliac, in his vanity, declared himself more powerful than the "Leafy Lord". The ground gaped at the Trickster's command, and down into the earth the Kurshok fell. Gruliac fought the Trickster and had his hand cut off while trying to keep the Crown. He fell into the hole in the earth and kept the Crown after all. Even though the banner depicts the hand falling with him, it likely stayed behind, with the Trickster.
I just think he gets uppity once in awhile, and the City experiences cycles as the weights in the pan shift from faction to faction, sometimes severely.

of course, even if they are normal sized, in images like that a god or major character is normally shown bigger to show off how important they were.
