You can distract AIs by shooting a broadhead arrow three (!) times. They will walk slowly to the place they hear sound, and you can easily BJ them.

You won't believe it, but I always manage this one with ease. I failed to bj him only once, if I remember well. I always bj this specific guard in first person view, while sneaking with caution directly behind his back.
