Before I look at the pdf, I'll throw this out there:
Some of those rooms could be used for making copies of documents. That firm looks well-established and well-funded, how long has it been around? If it's been there for a long time, all aspects of record-keeping have probably grown huge. Also, the longer the company has been there, and the larger the clientele, the larger the beauracracy.
An example of a larger picture: If, say, they handle clientele from the river merchants and seafaring vessels, they might have to deal with Webster, or another corrupt warden:

protection and anti-protection services, smuggling,
coinfaking. 12 subsidiaries, 60 toughboys, 20-odd
solo contractors. Strong foreign contacts."

Fantastic questions and ideas. I hadn't yet considered how long the company has been in business. I would think that it is not terribly old, but is probably on the order of 20-30 years in business. I'm thinking that they will cater to the middle class, merchants, and the young nobility. I'm also assuming that the entire building isn't in use by the insurance company, but that they have a large group of offices on the first floor. The rest of the building would be filled up with smaller businesses in other fields, many of which could very well be complimentary. I thought of putting a Printer in the building, to whom the Insurers could go to have copies of their material made. When the PC's try to get into the locked records room and fail, they should be able to find a memo stating that the Rumford estate's information was sent to Print, and should be ready in the morning. All they'd need to do is roll some ink, toss in a blank sheet, and press. (It beats finding the records in the drawer of a broker who was working on them after the records room was locked for the night, as one of my players suggested.)

Interesting idea, but I don't think I want to involve the Wardens just yet. After they rob the Rumford estate, I'm thinking I'll have their fence come under some heat from one of the Wardens, and he may just be turned over to the Hammers if he doesn't fall in line, necessitation a jail break from Cragscleft, hehe. Should be a good introduction to the wardens, and set them up, or at least the one who sold out their fence, as a good foil.
