Gross of just over twice the production budget is typically regarded as "adequate" - didn't lose money, but didn't make much over cost, either. So yeah, if they want to make a sequel, they probably can get funding.

Keep in mind these things tend to be forward looking. They also look at the general reception of a movie to try to guess how much traction any sequel will get. There's a number of movies that did well during opening due to initial hype but had a reception so bad that it damaged the entire franchise. Things like DVD sales, toy sales, and so on are looked at in order to estimate how well a sequel would do.

And yet Serenity never got a sequel and that completely killed it with the DVD sales. Completely criminal that is.
