Why is it so hard to have a game run 60 fps? Dementium runs at 60fps and that is on a Nintendo:DS.

Depends on your hardware specifications, the grunt required by the game and finally the resolution + quality settings (mainly graphical) that you're using.
On paper, LCD monitors greatly limit your resolution options. But in reality it varies on the features support by the monitor (i.e. whether or not it has 1:1 pixel mapping) + GPU scaling ability + the player's tolerance threshold.
