systemshock2 had its downsides in the art not because of not putting focus on the graphics, but rather the team not having that much experience with the new kind of 3d artistry, the really good artists were working at id and such places at that time.
Still, shouldn't we bash systemshock2 on how it put so much detail into the sound environment, clearly that was really not needed!!
Torchlight is a good example of how you can fetch great artists at a low budget, and how gameplay can remain intact even though a great focus has been put on the art style.

IIRC System Shock 2 used the Dark Engine, which could actually support far more polygons than they used in their models due to a miscalculation on the developer's part... so no, it doesn't look as good as it could have. The dark engine wasn't exactly top-of-the-line at the time, and they didn't even max out its graphical capabilities - far from it, actually.
Both SS2 and DX were graphically dated at their time of release, but most critics (and obviously us) regard them as the best of their genre (FPRPS). EOD
