Probably because Hide in Shadows can be boosted very easily by items - among them Boots of Stealth and some armors

What's the deal with the alignments? Neutral Good, True Neutral? The Keepers were True Neutral, but Garrett was motivated by greed and breaks into people's houses to steal their possesions for his own personal gain. Defeating The Trickster, Karras and Gamall were acts of revenge and self defense first and foremost as far as Garrett was concerned. Saving the world was a convenient bonus.
From the descriptions of the alignments in the Baldur's Gate manual, I'd have put him down as either Neutral Evil or Chaotic Evil.
