That story sounds exactly the same as others I've heard from civilian contractors working for the military.
It was mechanical engineering and other stuff like that but the tune's the same: insufferable bureaucracy; poor communications; vast chains of approval; cost overruns; jerked around; changing plans, changing targets; wasted effort; sent off the job before it was finished.
They come out well paid but frustrated and slightly confused as to how those clowns get anything done at all. This is here as well. I'd imagine the US is several orders of magnitude worse.
I reckon there's something a little awkward about the military dealing with civilians.
