I actually think that the current movement speed is fine, if not too slow.
Sure, Garrett shouldn't be doing kung-fu flips but he should certainly be A LOT more nimble than he is now. The player shouldn't be flying thru levels full throttle but I think swift movements across fully carpeted areas or on grass is fine.
Players will be restricted in their movement due to the sound they make ANYWAYS, I don't think it's necessary to purposefully bog them down.
Oh, but guards should be made a lot more swift and nimble as well. It should be a game in and of itself to shake them.

I'm not entirely convinced a garrote fits with the Thief style. When you play on Expert you're reminded that you're a thief, not a murderer and you shouldn't kill anyone. Other weapons can be used to dispatch non-human enemies, but a garrote is specifically designed for bumping off people quietly. Whether Garrett is the main character or not, I'm thinking the devs are best to stick to the principles of the original games and avoid turning this into some sort of action game.

You could kill people on the normal setting, some people will always want to kill, reguardless of it being a stealth game, but you should penalise people on difficult settings for killing on the harder settings. eg no killing on expert, but not make expert totally imposible by making guards able to see in the dark, played too many fan missions where vision was modified so that the guards could see you when stealthed. most of those fan missions got deleted before finishing them from total frustration at an idiotic condition.

AS long as the garrote had a purpose.
So for examnple, you'd use the Garrote when the guard was out of the way, so his blood wouldnt be seen, but close enough to others for screams to be heard.
And you'd use the dagger for when he is to far away from anyone to be heard, but he is on a patrol route, where blood would be seen easily. saving you water arrows etc.

A garotte is a Killing weapon in most cases. The BJ works fine.

There's enough of that sludge being pumped out in the gaming industry. If Eidos Montreal is making a Thief game, I want a REAL Thief game...not some hacked up hybrid of other games in a medieval setting.

Use it as an an option for noobs and casual gamers. We don't have to use it! The whole idea of this thing is to help EM turn a profit while making the game the way we want it. A no killing objective for higher difficulties would disable the garotte's effectiveness anyway.
