Regarding the mini-crossbow and such: I suggest it be something that you can buy once. That way, Garrett (or whoever) doesn't carry it around needlessly / by default, but if you want/prefer it you can get the crossbow. Problem solved? :)

I think the point about not killing is less about honour and more about keeping the Bulldogs off Garrett's back. If Garrett were to go round bumping people off left, right and center as well as lightening their purses then he'd have the whole force after him and he wouldn't last long.
I don't think Garrett is above murder (See Thief 1 & 2 intros), but only when absolutely necessary to his own survival/gain.
Anyway, I fail to see the advantage of the garrote over the blackjack, it seems a pointless addition that would turn Thief into a steampunk Hitman (Which could be cool in it's own way, but isn't 'Thief').

Yeah that was SE's idea, that you can select between the longbow and the crossbow at the start of the mission.

There isn't one, but in that respect there is no advantage of a backstab over the blackjack.
Blackjack - silent, fast, knockout.
Backstab - not silent, fast, kills.
Garrote - silent, not fast, kills.
Its just a difference. Perhaps give it a longer range?

I like the garrote idea.
I remember reading a while ago giving garrett a torture kit and the guy got flamed. But I think the option of torturing SELECT individuals for information could be a really good addition if done well.
I like the any idea that gives you the potential to make Garrett a more ruthless charachter. T1 & T2 he was out ofr himself, maybe not anymore after the events of T3, but never the less I'd like to see it emphasised more that you can choose to make Garrett whoever you want him to be in the context of him looking out for himself.

Bingo all this 'elitism' can say thief is about never killing etc. But infact. Garrett does what is best for him. I am pretty sure he doesnt kill because he doesnt want to much attention from the cops to. But if there a guard standing in front of the bank vault no way around him, I suspect hes going down.
My point is, whether its a garrot or a torture kit, the first three games didnt emphasise enough Garrett's darker side, I'd like to see that bought out more.
Unless of course, the lack of ruthlessness was intentional. I got to a point where Garrett is actually a big softy on the inside at some points of the games, just acted all gruff. Perhaps they did it on purpose so you could make Garrett who you wanted.

The backstab was useful in the first two games for enemies that couldn't be knocked out with the blackjack (Haunts, bugmen etc). If you want a kill without noise, I suppose they could implement a throat-slit or grab/neck-stab a la Dark Messiah if they're sticking with the dagger from T3. It would make more sense than including more kit as I'd imagine Garrett would want to travel light, plus if you screwed up you'd still have a melée weapon in your hand to deal with the now-alert target.

The thing with Thief is its much more subtle than other games where you play a bad guy. Garrett doesn't not kill because he doesn't want to kill, but because he thinks its messy and unprofessional.
Back to the garrote - I think that the power to kill silently needs to be offset with some disadvantages or it would potentially be too powerful. Having the garrote as slow, producing more blood and requiring you to switch to a melee weapon if you mess up are all disadvantages of it. Silent throat slits are pretty much the same thing, though they'd be quicker.

Everyone here apparently wants the option to kill, but they want to overload the player with too much murderous equipment. I think the beauty of the original games is that Garrett had a handful of equipment with multiple uses. I see no reason to change that. The player still has mines, a sword and an arrow. Maybe if the sword fight mechanics and mine placing are modified...
Oh, and the auto blackjack lifting thing has to go.
