This idea would depend upon a company making Thief maps easier to do.
Or much smaller maps in which the main focus of map making would be to make a prized item hard to get.In this case map sizes would be controlled. Essentially they would be puzzles for thieves to solve to get the item. .Mini thief.
A control would also be placed on number of guards etc.
Essentially it borrows from Dungeon Keeper and the Metaverse score like Galciv2.
You have Fences and Thieves.
Fences and thieves are teams.
Each team starts out with a pool of gold coins.
They use this for bidding contracts or maps in districts of gradually higher value.
It would be part of a ladder system in which teams who lose their money are bumped off th ladder.
Fences and thief teams design other maps for other fences and thieves to steal items in.
There would be a city website which said something like,
the Cross of the Blue Rose was rumoured to be at the Brickford Mansion
and The White Star of the Morning Pearl at the Sothbys None of these has a value yet.
These are two maps designed by rival teams.
The maps would be played by rival thieves, who bid to play for them.
The thief with the best stats on thiefiness would bring it to the fence
who could set it at a higher value price range predetermined by the game than the other thief with the lower stats. If it is a tie both items can be put in the same bracket.
Both thieves would have their item but the price brackets are different unless a tie.
Of course you would have to be on the honor system without something like no cheat codes like Gal Civs Metaverse.
Fences and thieves would not only compete to gain more valuable items, but would be rewarded for clever map making trying both ways to best their opponents.
Then nobles would come to purchase stolen items.Of course nobles want status so whose item are they going to buy?The fence/thief with the most valuable item.
Nobles themselves have classes.
If a higher class noble shows up to purchase it it can be sold for a certain percentage over its highest value.
The team that sold that item are the ones who will make the map for the Nobles house, essentially in a funky way they are protecting their property by designing a map to protect it.
Another team makes a map meaning another item appears in the city with no value listed. The bidding starts to enter into the district for the hiest.
Of course the now higher value item will take more gold to bid.The one who offers the second highest would get the other map etcettera.
If the thief wins in the map with the less valued loot that loot is bumped up while the other stays the same.
What this means is that you will either have a pool of items gradually getting closer in value to each other or one will skyrocket in value.
A city would consist of six teams, these would be the teams on the ladder.
Current ladder position would be determined by amount of gold including the value of any items the fence has in their posession.
A Thief who dies would simply fail the mission and not get the item.
Could limit rounds to number of maps or a set gold value reached.
If a team were cash poor they could sell items in their posession for gold.
This would be from secondary loot gained in a level.
Stats would be kept on thief stats, fence stats, highest value item sold and others.
Well that would be my dream game.

Here's a "Did You Know?" from me to you:
Did you know that the Editors' Guild forum is astonishingly free of nonsense, acrimony, and bullshit even though it is one of the most-used boards at TTLG? And did you know that it sees about as much moderation as Ted Kennedy's liver? How can that be? It is a mystery.
