I know I haven't released Plunkett's Point (though it's more or less done), so there's nothing I've done to gauge my Dromed capability, but I'd be in for helping build a city.
But for a project like this to work, there needs to be a lead who will take all the pieces contributed and make them work well together--make each contribution cohesive. That was what I didn't like about the Chain Project, it seemed more like individual vignettes strung together simply by a common room and a very thin story. There should be one person who directs the project and envisions the story.

If there were going to be another Chain Project, or resurrecting CP2, I think I'd recommend it be handled over (

That way there's a master version, then anybody can edit their own part in a working local version, then upload their contribution when they're ready and everybody has it automatically, no waiting around -- and SVN takes care of version control, but previous versions are also available in case you need to backtrack. Then you have a forum where people say "Locked" and "Unlocked" when they're fixing their own part. You don't change unless it's "unlocked". And you definitely have to have a leader that makes sure an area is air-tight before it passes into the master version. (That was the biggest pain with The Chain Project; fixing game-crashes that leaked in and had to be retroactively fixed.)
As for having a story to begin with, that depends on whoever is leading it. Maybe a few loose guidelines, like a sketchy script and mappers get a lot of latitude to improvise would be good. (Like that TV show Curb Your Enthusiasm if you know it.)

Half the point of SVN is gone when you use it for binary files. I'd rather suggest a short and strictly enforced deadline. If you haven't uploaded your contribution within e.g. 24 hours of downloading it, next in line is given the previous version of the mission instead of waiting for yours.

In chain 1 Jabberwocky had a part that was to be put in later, he told me to make an area brush xyz hwd. So I did that so it was reserved, after multiple attempts at contacting him his part never made it in. Someone else also had a part I never saw. Its a shame it gets frowned on for longevity, but it did take a long time. We learned "I think" and can do it faster.

The TDS City Project was actually planned like this. Although I think noone so far used it. I'm not us to date though...

I think using Heist Society 2's base was a mistake - the base of the map was already pushing the limits in some places, even before people started adding stuff. Might be a lot more feasible with NewDark, but probably best to start again with a simpler base if anyone was still interested.

Having seen that map, I can only agree. I still have a mission based on it on my back burner, but the plan is not to add much of anything to it.

It's also been a while since there was a contest. I keep thinking a contest for the most confusing/maze-like mission could be interesting. Something along the lines of The Sword. With certain limits though like... no use of teleportation.
