Hmmm... I'm starting to think that this may need to be a a chain FM set. Where we may have to use the KDScript script to select each others mission as to where to go. Of course, we'll need to replace the success video with something else. It will take some work, but I think it can be done. Just a though here. :p

My advice this time around is that you be pretty open with what authors can do or you don't get much response, people cannot touch the work of others or you get conflict, except for 1 or 2 admins who have carte blanche to change anything to make it work as a whole. (Authors can complain about changes but cannot veto them. They should consent to losing that ability in advance, or it's a mess.) The admins should still repect mappers' intent to the extent they can though.
Uh, and, as before, have a system for version control, automatic (like SVN or related) if you can get it because deadlines DO NOT WORK. Have local branches & nothing goes in the master version until it's been beta tested by admin. Retroactive fixing of problems was easily the biggest headache with CP1. But let it be rolling IMO so authors can pick at the master version over a long time period in short bursts of local -> master updates. Hopefully work is largely sequential, with temporary locks until a mapper uploads his branch version, to be added to the master after beta testing. But Admin takes care of reconciling simultanteous work if it comes in with beta testing and updating the master periodically with various local versions if it comes to that. Then everyone updates their local versions with the new master & continue.
This kind of plan to me hits a balance between workable but mapper friendly to maintain interest and participation.

I thought about using something like Github for a project like this, but I don't think you can branch and merge a .cow file, since it's binary.

The OP I made 4 years ago basically outlines a first come, first serve system, where anyone can grab the mission and work on it for 24 hours if it's available. The only stipulation being, be respectful to the work done by others, but you can add, edit or delete anything.
Many of you seem to be suggesting a collaborative project where everyone works toward a specific vision/goal, but the original idea is different and more casual in that you just pick it up if it's free, and play with it, then post it back. It's a linear evolution, so one could see what each new author contributes to the mission with each iteration. No coordination, nothing set in stone, just organic evolution.
I vote we just start with the original rules. There seems to be enough interest, and those that prefer a collaborative project with a specific plan or goal, and an endpoint can start another thread.

I have had a similar expierence once. With cooking food. No general idea, no conversations between participants, limited time.
It was a great fun, really. But I'm happy you can't taste the result.

I think rather than 24 hours, people should be able at least to have it for a few days. 24 hours is a lot of pressure to get something substantial enough made.
