Yyyyes it is. Someone on some other forum is claiming that GoW is
"A subtle post-modern satire of Western action game cliches, Hollywood blockbusters and a jab at the Xbox's homophobic fratboy audience." and now you want us to say that it's a mediocre action game with a minimal plot and bad dialogue. As if this will somehow negate whatever underlying message Epic is trying to convey with the game.
The satire idea is more or less that Canadian palindrome fella's argument, if you must know. This thread is entirely TTLG'er related.

"Canadian palindrome" wouldn't have been a bad choice for a custom title, had I payed the full amount.

Took a while for this to come to a head, eh. But here it is, the pressure finally built enough to blow that gasket, and that there whistlin' noise is the sound of the lid fallin' back down to earth to knock a silly argument right smack on its ol' fool head.
I foresee this discussion becoming more relevant with some dong jokes.

Epic did not invent the cover system, they only refined it. I can think of at least two games prior to Gears that used that mechanic.
Just looking over at my Xbox 1 games (89) I see 5. Without Warning, Urban Chaos 2, Second Sight, kill.switch, there are 1 or 2 other suspects, but I can't remember if they use it or I am mis-remembering. That's just one console from an entire generation ago.
edit:Rogue Trooper is one I was trying to remember.

The wall hugging + peeking in stealth games doesn't count as a cover system.

None of the games I listed was a stealth game. They are ALL shooters.
Anyway, at least 4 of the ones on my shelf have cover systems (blindfire, peek and shoot, shoot from cover). Lets see...Cold War, Rogue Trooper, kill.switch, and Medal of Honor:European Assault. That is just the LAST GEN XBOX GAMES ON MY SHELF. God knows what happened on other consoles of the time, or since then for that matter.

Play the multiplayer.
The first one.
On PC.
P.S. make sure you actually learn to play well. If you're staying in cover and holding down fire with your lancer you're doing it wrong. This is seriously the first game I've ever played where two players, and A BOX suddenly becomes one of the most hardcore battles ever in a game.
