Stuff like this wouldn't surprise me as we live in a world of games designed to maximize revenue with DLC nowadays. Just look at DXHR with it's gun packs, or even Arkham City with it's extra maps/skins etc.
We're probably going to have to pay for extra weapons / Garrett outfits (or whomever is the protagonist) / extra missions etc.
At least we'll have the obligatory Nude Patch (for the female guards / female nobles) to look forward to - although there is a naked males patch for Skyrim - complete with non-arousable penises ! Naked Benny, anyone ?
