Yes, but how large is large enough and how much is "performance" (whatever that really means) improved to warrant making the lower resolution objects? Is this something that is useful in a 30 unit line of sight, or only in a 300 unit line of sight?

I think it's too early to tell, but I can give a vague example. If your FM has an area with lots of objects and beta testers or players are reporting low framerates, you can replace those models with cubes to see if it's an object poly problem. If it is, you can then use the LOD system to manage the total number of object polys on screen.

LOD systems were designed primarily with outdoor scenes in mind.
Even with very sparse vegetation\AI\rocks\etc, as you move far from the objects the number of them on screen takes it's toll
on overall rendering performance.
With this new feature, it may be possible to create some sort of sparse wooded view or possibly even a dense forest
with far less performance impact than without LOD.
Someone should make some LOD tree entities and a forest test map to do some comparisons... :)

I wonder if you could use LOD on things like object emitting waterfalls (like Keeper of Infinity FM). I know I will use it for my city street that's long and full of objects. Namely detailed street lamps. I will make low poly low texture versions.

Does anyone else have problem downloading the file?
I'm guessing it's a downloader - 193 Kbs only/
But when I launch it MalwareBytes is blocking it as potentially unwanted program. And when I run it as an exception it either shuts down my Firefox or brings me to a website, whose IP Malwarebytes blocks.

On the original site you need to click on the blue button.
Another feature to discuss. Check out the Scripts property. Create an AI in a mission and add that property. Instead of confusing people by copying the last inherited property, it now shows you what's been inherited and leaves the script fields blank.
