Apparently this is very standard. There have been other occasions where officers actually reloaded and kept shooting at a guy and he copped about 30 rounds total. Even trained people lose it in that type of confrontation, which isn't hard to believe

Because actually hitting anything with a handgun from more than a few feet away is really fucking hard. Firing 14 rounds into a crowd is probably a bad idea, though.

I think you're not really getting the pathophysiology of gunshot wounds. Real life isn't a John Wayne western, 1 shot doesn't kill just like that unless its has enough power and hits something vital.
You can take several rounds and still be able to fire your weapon so it makes sense to use multiple shots if you want to completely disable someone. I've seen a fair few people with injuries that would have killed them on film still talking (the most bonkers being a guy with a knife in his chest, going into his heart). I don't think it's a case of losing it but more of being sure.
As to doing it in the middle of a crowd; that's exactly why. He's in a crowd, it's a potential mass shooting. If you don't act quickly someone else may be shot.

Did you read the article before you posted it? It wasn't a mass shooting in progress. The guy killed his intended victim and walked away from the scene, gun in bag. The cops confronted him in a crowded area,
causing him to pull out his weapon amongst all the people. The cops then fired 14 rounds. 9 people were wounded as a result of two cops who exercised extremely poor judgment. I acknowledge that it may take more than one shot to bring the guy down, but the fact remains that the cops instigated a shootout in a crowd of people, and weren't able to control their fire to avoid wounding innocent people.
