I'd imagine the x axis is almost certainly going to be Gini coefficient.
The US is an outlier anyway, suggesting that perhaps income inequality isn't responsible for all of their crazy.
Gini coefficient of 0 means that everyone in the country has equal wealth, value of 100 means that one person has all of the wealth. US has a Gini coefficient of 53, which is one of the worst in the developed world. The cost of living increase is only outpaced by the top few percent. Rich get richer, poor get poorer etc...

If you're really interested, I'm guessing it wouldn't be too much grind to get the Gini coefficients (or equivalent inequality metric) and plot it against homocides PPPY and run some stats on it.
It looks as though the list of countries is quite selective too, I'd like to see a broader selection. It may not even be a linear relationship, so a log plot or other transformed plot would be worth checking.

You find me a country where having a Gini coefficient of 0 would mean everyone was miserably poor. Simply divide the GDP by the population and factor it against cost of living.
Or, if we're going for ridiculous extremes - which is preferable, 0 or 100?
