Actually yes, yes it is. So is anything with rules that involves winning. If you do not believe me, try not following the mechanical rules of chess next time your writing up a plot for it and see how long the other person plays with you.
Edit - Oh, and Pacman + Tetris are both tests of decision making too. Otherwise they would be non-interactive. If you do not think Tetris involves strategy, then clearly you must have completely mastered it on your first attempt.

Chess has about one hundred seventy two times the depth of both Pac-Man and Tetris combined, it's also multiplayer/competitive which doubles its score.
And it's still pretty boring actually.

I like computer chess better then real chess. I can at least sneer at my computer and press its off button if it wins.. But from what I understand, any theoretical attempts to turn a live opponent off after they win shouldn't be spoken of until the statute of limitations expires.

I also like computer chess better than live chess. Your opponent doesn't take forever to make a move, no one will mind if you put music on, and you can make the chess pieces sexually provocative with no protest.
