Are you sure about that? I just checked the manual and, according to that, there should be "cycle up/down" keys for all powers - offensive included.
The defaults are listed as:

I read the manual, but skimmed over the default controls section because I always remap them anyway. Actually, I have a bad habit of forgetting half of what's in the manual once I've started a game. In the options screen, there's a "Cycle Power - T" fairly high up on the list, but I didn't see a corresponding one for cycling in the other direction. It's actually grouped down with the other power keys. It's the first one and I believe it's labelled "Offensive Power Down - R" or something like that. The Defensive, Maneuvering and Interactive power keys are all grouped together and named so as to make it obvious what they do. The ones for the Offensive power are separated and I just plain overlooked the one at the top of the definitions for the other powers.

Heh, no probs. Now you mention it, I think I do vaguely recall the Offensive Power keys being separated as you describe it, so I can understand the confusion. :)
