I'm starting to notice a pattern among the Steam games so far. Just bough a copy of FEAR 2 off eBay and it is still pretty expensive(of course it's a steam game), the same thing with Empire:Total War. Does the consumer have to pay more for Steam services or is it just a coincidence?

Depends on the territories. Europe = big yes, there's no realistic USD-Euro conversion, all do is literally change the dollar sign to a Euro sign.
Australia/NZ = depends on the publisher. Some like to artificially inflate the Steam price tag based on the demands of the local distributor. Eg FEAR 2, Empire: Total War, Fallout 3.
UK = yes. The prices for most entertainment products like games, DVD movies, Blu-rays and CDs gradually continue to fall in price rather quickly at both regular brick and mortar retail and online stores like play.com and amazon.co.uk.
EDIT: Sorry, didn't read your original post properly. I was talking about games that are sold on Steam in general, not the ones that use the Steamworks DRM. Some games use Steamworks as its DRM (not to be confused with the e-store, Steam), regardless of the release. Like Empire:TW, FEAR 2 and DoW2. The answer is No, prices aren't artificially boosted at regular retail stores for Steamworks games, it's just a coincidence.
Compared to the UK, NZ/Aus retail channels are just shit when it comes to lowering prices over time. Eg CoD 4 PC is still $90 brand new over here.

FEAR 2? More like FEAR: Brotherhood of Steel.

Enjoy FEAR 2, by the way, I ragequit before it even began.
[Edit with actual content] I don't think that any major company would have a problem with paying Valve royalties, unless they're dicks or something.

That explains a few things. Also that explains why Diablo 2 cost like $50 new over here in Aus.

I am already enjoying it:D:cool:.
I'm amazed that my PC can handle it so well actually. My only gripe with it is the no leaning thing(one of the best features of FEAR 1) and the health pack limit of 3(should be 10 like in the first one). I think they were aiming for the veteran audience since some these things make the game more challenging.
But overall it's still a fun and amazing game, love the new visions btw.

Wow, you're so easy to rile up. :p I was taking the piss, I loved FEAR 2 as well.
Have you seen the FEAR 2 Steam board? The regulars there are certainly amusing. It more or less is No Replicas Allowed.

Man you keep saying you loved FEAR 2 then you turn around and call me a "developer apologist" so I can never really tell what the fuck. Which is it?
(and anyway if you really want to you can just pretend I'm making fun of Koki- which I am, or I would've quoted)
Anyway glad you like it so far, Andarthiel. The bit after the hospital can drag on quite a while but once you make it out of that part it's all gravy. I do wish leaning and walking were available, though, but honestly? The game really makes up for it in spades. It's pretty much pure shenanigans, XP-style.
Definitely a much better sequel than Condemned 2 was.

I think the exact opposite happened concerning the non-existant difficulty in hard mode for FEAR2, especially compared to FEAR1. They certainly and mostly gone for the casual crowd.
