I have personally talked via forum / email to one of Arkane's developers, and have unfortunately been categorically told that the original engine / or source code or any tools will not ever be released to the public. That is the final word on that matter. Which is a shame really, but that's the way it is.
You may be interested in this article regarding why their site is also bearing the 'under construction' message. ((

I honestly wouldn't hold my breath for any source code releases from Id or their sister studios any time soon. After all they announced that they (
http://bit.ly/brlx87) won't be licensing out Id Tech 5 to 3rd parties, unless those games are published by Bethesda SoftWorks.
That being said, they did release Daggerfall as freeware about a year ago. Also it's been confirmed that Rage will ship with the development suite for modders.
