Garrett's name was chosen randomly, right?
Well, maybe someone and LGS really had the Arthurian legendarium in mind, because, according to Malory and Tennyson, there was a Garteh in Camelot. Big deal. But of him Guerber says that initially he was one of the opponents of Arthur, who waged war upon him. Only later on did he become a nice guy.
Fancy that.

I think that a point came where development on Dark Camelot ended and The Dark Project began. I don't think that there was a smooth transition from one to the other. Garrett was chosen from a pool of thiefy sounding names submitted by the game's designers... not really randomly.
He was almost named Palmer, but thankfully someone decided that it was too punny... intentional or not.
