i am looking at a thing with wheels in the wall that require a rope. i got the rope but what or where do you go next

You've attached the rope to the wheels? The elevator is in the corner, just to your right. There's a lever next to which you'll need to pull while standing on the elevator. If you have trouble, light a torch or use the Night Vision spell.

You simply need to double click on the rope in your inventory, then click it on the wheels to repair the mechanism.
After that, stand on the lift and double click on the lever.
Before you leave the floor, have you tried moving the heavy stones around? There might be something in it for you. :)
