According to the wiki, Australia's Office of Film/Literature Commission got upset about drug use (stimpacks, Buffout) in Fallout 3 too and initially refused it classification. At least they're kind of being consistent.

That was back when there wasn't an R rating though. Now that there is, so using that excuse doesn't work for them anymore.
