My guess is having children is one quick way to demystify marriage, so they're more likely to be more down to earth about the compromises and realities of what being married is about, or just more down to earth and pragmatic about everything really, and childless people are more idealistic about it.
It's all about what gets mainstreamed. Nobody could argue about t.v. what they argue about games because t.v. has been so demystified over the decades. It's nothing special anymore, just t.v., and taking it away would be crazy-talk. This new generation coming up will take games the same way.

Of course, they say they still reserve the right to outright ban games from sale, so I'm not sure how much this will help. Can't hurt, though.

There would never have been any question that they could still ban games if they really really wanted to. Never would have got this far otherwise.
It will, hopefully, in practice put an end to big name games having to censor themselves to make sale at all.
