Generally true. I doubt anyone is going to claim Bioware's romances don't tend to be a little ham-handed at the very least.
That said, Dragon Age 2 manages to avoid this one at least once. While you can flirt a bit with Aveline, it will never go anywhere - just friends is all you get.

Same for Tali, if you're playing Fem!Shep in ME2. She flirts with you, you can flirt right back at her, she realizes what you both said, gets all flustered, and disappears into 'tinkering with the engine' for the rest of the game.
