Apparently there's a new 400 mb patch for the Steam version.

So, why isn't this big? We're talking about a patch that not only breaks more than it fixes, but also removes a large chunk of content from a game people already bought.

It's messed up, and I'm sure plenty of people care. I don't think a lot of people are going to give up on using Steam just because some songs got removed from a 10 year old game tho.
Also, in the case of GTA:VC's Steam version, people who bought the game before the soundtrack was culled (
http://www.cinemablend.com/games/GTA-Vice-City-Back-Steam-Nearly-10-Songs-Removed-50206.html) still have the original version of the soundtrack. So the infrastructure of having several different versions of a game on Steam is there. In this case it sounds more like R* not bothering to set it up for different versions for old and new customers. (perhaps for convenience's sake regarding future patches and whatnot?) Anyway, I wouldn't blame Valve/Steam for this, I don't think it was their call.
