GTAIII, VC and SA are all part of the same continuity. Each numbered version resets that continuity.

Seriously, though, it's best to leave the continuity out of the equation. VC and SA most certainly where GTAIV and V respectively. They weren't called that presumably in part because Rockstar still wanted to capitalize on the GTAIII success without launching a direct numerical sequel and in part because they were on the same engine as GTAIII and they were expecting the switch to a new engine before going forward with IV.
At least that's my take on it. In any case, VC and SA were standalone games, telling their own stories. It's a stretch calling them mere expansion packs.

Back on topic, this game is fun - I just picked it up in the post-Christmas sales and I'm enjoying the hell out of it though I do feel Batman is overpowered, not that I don't love stringing together multiple combos and swooping in from gargoyles overhead. I'm only 4% into the game so we'll see how long my fun lasts.
