Sounds like it's taking cues from Escape from New York. I love that film.

I was giving five hundred milifucks - we really need another Prototype - but then I read it's "set inside the now "heavily fortified" walls of a sprawling district in the heart of Gotham City", so more corridor cloak-stun non-action.

Batman is not the Prototype dude. The dark corridors and tight crawlspaces of Arham Asylum fit him perfectly.

Besides, Prototype was kind of shit. A lot of cool ideas crammed into an ugly mess of a game.

Well I dunno about the modern ninjas-in-tibet trained Batman but back in the day his iconic pose was standing on/next to gargoyle on some high building

Thing is, sandbox games naturally tend to favor mayhem and jackassery, which is pretty much the antithesis of Batman. I can easily imagine a Joker game featuring an open city, but for Batman they'd really need to come up with revolutionary gameplay to make it work.
