GFWL is still in the Steam/Disk versions of Fallout 3 GOTY, you just never need to sign into it and the GOTY copies install all of the DLC into the game's data folder instead of into the GFWL downloads folder. FWIW, you never needed to use GFWL in the original Steam/Disk versions of Fallout 3 either unless you bought the DLC (all of the DLC other than Mothership Zeta was sold on disks that didn't require GFWL, though). While the utility that removes the GFWL links from the main menu is cool, it was never really necessary to bypass it.

Just tried reinstalling City on Steam, the First Time Install popped up with GfWL installation and when I cheated my way past that it wanted to activate SecuROM.
This is a version bought and downloaded via Steam. Not a disc version or a former GfWL version.
Not happy.
Edit:
Some further searching shows that I needed to specifically grab the GotY edition to aviod those two horrors. The base versions still use both, seemingly to allow players to access their old GfWL saves if they want that.

Reading the OP would've saved you any and all troubles.

Reading other peoples' posts? Madness!

Not reading the post wasn't the dude's problem. Not noticing that there are now 2 separate entries for Arkham City in Steam (the original GFWL release and the Steamworks GOTY) seems more likely the issue.

Did I miss something? The original post says if you have the base game, you'll be automatically upgraded to GOTY. Which appears to be incorrect as I have both games vanilla editions purchased on Steam, and haven't had any patches, upgrades or free codes.

Check your library. You should have fresh GOTY copies alongside your original copies. So "you now have complimentary copies the GotY Editions on your Steam account" is completely correct.

I think the confusion is not only "you now have complementary copies", but "those are what you need to use", which does not appear to be mentioned in the OP.

This exactly.
I read the OP as "Your copy has been upgraded to GotY, just install it." instead of "You now also have a non-GfWL/SecuROM version available, this is a new and different entry in your Steam library than the base version."

Ah my bad. I figured they would overwrite the originals (which are both in a separate category, so I didn't see the others).
