Pretty sure this is a latency problem. I get this a lot when playing on overseas servers, along with frequent stalls, non-responsive menus, rubber-banding and crashes. On a low-ping server, the game runs really well even on High/Ultra.

They were only testing it for the first 3 days of the beta.

Fafhrd already commented on the likely reasoning behind this, to have parity with the console beta builds which are delayed by having to go through Sony/MS certification for at least two weeks.

I was just giving more info from an article. The article doesn't even say it's talking about a PC version. I'm actually aware of the certification process. In any case, besides that obvious reason (to keep in line with the console versions) it's outdated because they've done work on it since then, so of course it's out of date.
Not only that, but as the article and Fafhrd pointed out, it's to "stress test servers as well as highlight bugs that need fixing."
