The full games must've been released in some form during 2008, eg an older title that wasn't ported to a specific platform until 2008 is fine (eg Mass Effect for PC).

Come to think of it, I haven't actually played that many new games this year. Fallout 3 pissed me off with the constant crashes, I'm barely started in the Witcher, I have Stalker CS but haven't started it yet...
So my games of the year are probably TF2, the DoDS updates (which made the game worth playing again), L4D and Dead Space.
Bionic Commando Rearmed being a nice runnerup.

I know I've played a lot more than what's on this list but this is all that springs to mind at the moment:
* Game Of The Year: Fallout 3. One of the best games I've ever played I must admit.
* Best Puzzle: Portal (official release date was 07 though)
* 2nd Best Puzzle: World of Goo
* Best Survival Horror: Penumbra Black Plague
* Best FPS: Far Cry 2
* 2nd Best FPS: COD 4
* Best Jerusalem Sim: Assassin's Creed
* Best Multiplayer: Trackmania Nations Forever
* Most perplexing: Bioshock. An exceptional game on a number of levels, but also somewhat disappointing in others, particularly with those things that I expected this game to exceed in.

So far my top ten list goes something like this:
1. Mirror's Edge -- in which DICE created the kind of game I'd always hoped was possible, but assumed wasn't.
2. Gears of War 2 - in which Cliff Bleszinski said to his team, "wouldn't it be awesome if..." and the team replied "okay we can do that".
3. Rez HD -- which would actually be in first place if it weren't a remake. At ten dollars I feel like a thief! Rez is now one of my essential-top-favourite-games EVAH.
4. Braid -- in which Jonathan Blow is very clever with his time puzzles but less clever with his writing, which is still above average. And the ending surely ranks among the best.
But I really want to try Fallout 3 and Far Cry 2 and Banjo Kazooie, all of which (well, Fallout, anyway) would almost certainly earn a place on the list. Judging from the demo, Dead Space would probably earn an honourable mention, and Left4Dead would probably be left out, mostly because I'd never get three actual friends together to play it, and I don't enjoy conferencing with Xbox Live riff-raff.
Grand Theft Auto 4.. mm, well I appreciate its scope and detail, but I think that I'd rather play a game that does one thing really well than one that tries to do hundreds of things and only partially succeeds. I could never get into this series, and its newest incarnation just didn't change enough to interest me.

Since it's christmas, there are only winners on my list.
Best sequel built around exactly what was worst in the original: Crysis: Warhead tied with STALKER: Clear Sky
Best FPS for ADD american teenagers: Call of Duty 4
Best FPS/RPG hybrid I didn't play because I apparently suck at mouse: Mount & Blade
Best another fucking physics puzzle platformer now can we have another goddamn indie genre please: World of Goo
Best game to make me rage by including it on your Best of 2008 list in RPG section: Fallout 3
Best RPG of the year I will never play because it requires worst RPG of 2007 to work: Neverwinter Nights 2: Mask of the Betrayer
Best game in which you play as an elephant: Achievement Unlocked

I'm going to have to say the best game I played this year was Mass Effect, although this may have been helped by the fact that it was the first BioWare game I played, and I didn't really pay attention to the hype.
