I make of it that each one of those platforms is as creatively stagnant as the PC is. They only have a handful of genuinely great exclusive titles but a whole lot of run-of-the-mill stuff which can certainly still be entertaining if they are in your genres of choice.

First, including timed exclusives is, it seems to me, bollocks. Exclusive means just that, exclusive.

Finally, are all these games really recommended? Halo 3 for example, I haven't played, but the impression I got is that was the worst entry of an already rather lackluster FPS series.

You're missing the big strategy games, and I would argue the best strategy games we've seen for all of PC gaming.
Empire: Total War is the most obvious because it's new, but also because it fucking fantastic.
Company of Heroes and expansion are really excellent
1701 A.D. Gold aka. Anno 1701. Brilliant. 1404 is coming soon as well, and I am sure it will be be just as good, so keep on the lookout.

The enhanced PS2 ports of GTA: Liberty City Stories and Vice City Stories are infinitely superior to the PSP originals. For one the controls are loads better, the 2nd analogue stick on Dual Shock 2 is dedicated to camera control and L2/R2 + fire for pulling off drive-bys... the exact same controls as the home console GTA3 Trilogy.
PS2 VCS has greater draw distances and enhanced weather effects, IIRC. Also more frenzies and extreme stunt opportunities, but who gives a shit about those really?
I've said it before and I'll say it again, the lack of a 2nd analogue stick on the PSP was a monumentally retarded idea.

Well, if the release date between platforms is only a few months, that's one thing. But with games like Lost Planet, Mass Effect, Braid, Lumines, Viva Pinata, Gears of War—of which the PC version came out long after the initial release—I think inclusion is reasonable.
As for whether or not the games are recommended: I just scanned the Wikipedia lists for games that I knew were good from personal experience or otherwise just popular. Halo 3 (probably undeservedly) received (
http://www.metacritic.com/games/platforms/xbox360/halo3) very strong reviews and sold millions: enough people liked it for it to be on the list.
And as for the "creatively stagnant" comment, well, I don't think anyone who's played the best games from any of these lists would say that.
