Nope. Sounds pretty good to me, and better than I expected. Assuming of course they deliver what they say, which was a problem which Oblivion suffered from ('revolutionary' preview Radiant AI vs the reality, for example) it does indeed look promising.

I see what you mean, but it's always compromised, even in the most PnP-like CRPGs. Your party's faced with a riddle? If you, the player, are thick as a plank and can barely breathe and sit at the same time, it doesn't matter if your character has INT=18 and WIS=18. Same goes for combat; if you don't have some degree of strategic skill, it doesn't matter how strong, smart or experienced your character is, you'll get your ass handed to you.

i don't know but this info doesn't get me excited in any way.....and i was never that big fallout fan, so I shouldn't be biased in any way. well, they certainly will excel GearsOfWar in the story department. any 14year old could have written that convoluted, sexist, homo-erotic shit story better.

I'm happy about SPECIAL being used. I think the character generation sounds interesting. And I'm waiting to hear more about the combat system, but then, I never played Fallout for the combat as much as for other things (atmosphere, characters, dialogues, story), so I don't mind the idea of a changed combat system.

Indeed. V.A.T.S, radiant AI, writing, camera perspective, etc... can all come back to bite them in the ass if they're not done properly.
Also, some things I noticed now that I've thought about it. It says action points are used during "combat moves", which insinuates that movement doesn't affect your targeting ability. Hopefully, there is some system in place to prevent things from digressing into bunny hopping, since they said they don't want to be rewarding twitch play. There is also a mention that tagged skills grow faster as you level up. It doesn't mention if skill progression is automatic or a manual point-based system, like in the original fallout.

Is it me or does VATS sound a lot like Max Payne?
In Max Payne you can slow mo until you run out of slow mo points (which you get back in real time fighting).
In FO3 you can pause/move until you run out of action points, which you get back in real time fighting...
Similar, or I'm just reading it wrong?

It's vastly different. Max Payne slows down time, but it's still essentially twitch-based. You have more time to aim, but there's still time pressure and you're still being shot at.
In Fallout 3 (according to the article), you pause, and you then aim; aiming at the head might tell you that you've got a 39% chance of hitting the target, torso might be 64%, etc. At this point the game might as well be turn-based, it seems.
What isn't clear is whether the pause mode is used for anything else, e.g. using a stimpack or switching weapons. The details are unknown. But as a basic system, it strikes me as almost entirely different from Max Payne.

As far as I read it, VATS recharges slower if you take any action, except movement, when it's not activated.
