I'm honestly much more concerned about the mechanics then the characters. Fallout's chars really were kind of shallow anyway, though the conversation mechanics helped make it feel alive, at least.
And the stuff they're saying sounds cool, and if it was anyone but Bethesda, I'd be interested, especially since I'm very fond of FPS/RPGs. But it's Bethesda, and between Morrowind and Oblivion, I'm fairly convinced they are more or less incapable of implementing genuinely great mechanics. At best they put out average, and there's always quite a few WTF elements.

And never talking to the character again (save giving him more ammo and telling him not to be an idiot by pulling a knife in a gunfight) is anything more than a walking signpost.
