I'm not surprised about the unkillable NPCs and children at all.
no dev/publisher has enough courage or money to withstand the inevitable backlash. it's a business. they want to make money, not gaming history. but I like that most of the quests/things you do will have to do with the overall story and not be some random "kill-a-rat" stuff. As well as no on-the-fly generated dungeons or its radioactive equivalent. saw a few screenshots on shacknews, they don't give me any goosebumps but look ok, or: competent.

Official ban just encourages people to DL games more. Then the governments just spend more money on anti-piracy investigation. They can be really competent.
Regarding the child killing, no big deal. It was hell in 1 and 2 if you earned ChildKiller title and frankly said, we're no longer in era of 64x64 animated sprites.
Some enthusiastic modders may eventually make it possible if somebody desires that.

IIRC the kids were taken out of Fallout 2 in the UK, but only by removing their sprites from the game resources; they could still steal stuff from your inventory etc. I'm not really sure, I never played with without the kids patched back in.

That's pity, because kids are more prolific in F2, more of them can have dialogue with you, funny floating messages and some are quest-related. I had to patch F1 to get the kids back, but the child models appear only in Shady Sands (as far as I could notice) and they're not important at all, just backround noise.

Yes, without the patch I don't think you could even attempt the Red Ryder BB gun quest, for example. Thankfully I avoided all that nonsense!
