The general feeling was that there would definitely be an editor for Bioshock, and that didn't turn out so well.
While I have little doubt that an F3 editor will be released, I would question both when, and how powerful it will be. This time they will have DLC to sell on PC too as they are supposedly going to be doing so through Games for Windows Live Marketplace, presumably as a launch title. And that'll flop more than a Vista Exclusive Title if there's, free, high quality user made stuff available. Selling the DLC may also have some effects on the DRM used...

Another point to remember regarding the potential release of a toolkit for Fallout 3 is the fact that quite possibly the very first user mod to be released would be killable children.
Killable children with body parts spiralling havok-enhanced blood-trails in VATS slow-motion.
And seeing as how Bethesda copped flak for user-created content with Oblivion (nude skins), I can see why they may be a bit reluctant to release an editor for Fallout 3.

That is so fucking stupid. It's the same as with films, then, meaning that the best we can hope for (outside indie products) for the most part will be puerile crap aimed at teenage boys, because adult fare is automatically seen as porn and snuff.
