I don't agree at all with PC gamer review. I've walked around for 8-10 minutes without even seeing anyone, neither NPC's or monsters. Doesnt feel over crowded at all (maybe in later levels?). The game world is a bit on the small side i believe, at least if i just watch the map, much could be underground etc though, that's the biggest minus.

Considering exactly the same thing happened to Bioshock (ie the 360 version got leaked and torrented unrelentingly prior to release) people here ought to know about 360 piracy. Worse are the plethora of games journalists who clearly have no clue exactly how easy it is to pirate on the 360 or how widespread the problem is and just spout the disinformation Microsoft's xbox division spoon them about rampant PC piracy.

I think the publishers/developers are less worried about the hacking scene pirating their games and moreso about regular consumers doing it. I would also be highly surprised if console games were pirated at nearly the same rate as PC games when looked at in context of pirated copies vs purchased copies.

It's far more convenient to pirate on PC, you don't even need to mod your pc or burn the games, even people who aren't "hardcore" gamers can, and will, pirate games, that's why its a much bigger problem on PC.
Some updated impressions.
* The presention is great. Amongst the best i've seen. The loading screens are great and has fun info (stats)
* The enviroments and atmosphere is really spooky, really fallout'ish and extremely well crafted. Bethesda has always been very good at this imo.
* Characters are, overall, great, and character faces are finally very good compared to their previous titles.
* The graphics engine feels more fluid than Oblivion, less hitching, almost no pop-ups, incredible view distance.
* Exploring is, as always in their games, much fun. The main reason why i like their games so much.
* combat (VATS) is indeed great.
* Enemies are well crafted, a good improvment over their previous games.
* As always in their games, seems to be a good variety of armor and weapons.
* The UI is very minimal, it's easy to use.
* Good vareity of voice actors.
Not so good:
* character animation in third person is still awful. I had hoped they would have improved here, but it's not really better than in Oblivion. It's funny that Tod even mentioned this, that FO3 was waaaay improved in this department, that's bullshit. The character has no weight, it's like he's hovering over ground when he's moving, much like in Oblivion..
* AI isnt that good (not that it's an exception from any other RPG. At least NPC's move around and doesnt stand in one place like in Mass Effect and most other RPG's, but still, it's not good, no improvement over Oblivion).
* Size of the world.
* Some dialogue isn't that good. I don't think it's on pair with the older fallouts, but its also been a long times since i played them.
* real time combat is only "acceptable" - it's not like playing GoW or anything ;) No improvement from Oblivion really.
* It could perhaps use better color separation, things blend in a bit too much. It makes the world look quite photo realistic and very gloomy/spooky, and uh, makes me think of the old fallouts, but is at the same time annoying (sometimes). Could perhaps be tweaked a little by the settings of my projector..
* no weather system. Acid rain would have been cool.. a step back :(

Uh, no. You can't use it all the time either, it has action points just like the original fallout. It's perhaps better to compare it to something like bullet time though - you can plan your combat, make it more tactical, e.g you can shoot someone's grenade that he's trying to throw at you to make it go off in his hand, if you succseed depends on your skill with that weapon, distance, visibilty of his hand etc.
