After Bethesda tried to justified their move of making the Brotherhood of Steel into the white knights of the wasteland, I wasn't expecting much. It's sad, since Emil was lead designer on this, I was expecting hoping for something a little more.

As a completionist faggot I'm not cancelling my CE preorder, but then again when you get right down to it Tactics is my favourite Fallout game, even over FO1.

Well, if a post apocalyptic total conversion of Oblivion is your idea of awesome it might be OK. If, as I did, you thought Oblivion was hugely overrated and riddled with flaws major and minor... well, most of those flaws have not been fixed and some others have been introduced. So while SPECIAL may be a better baseline gamesystem you are now able to kill supermutants in VATS. With a small guns skill of thirty. And then recharge VATS in combat by running round in circles. It's pretty enough, but with the exception of the nukular booms there's very little dynamism about it in terms of environmental effects or lighting and that is starting to show, especially after seeing something like Stalker.
Probably worst it suffers from Oblivion AI. You know, you brutally murder someone's husband and they're all "hi, how can I help" when you talk to them, or everybody goes about their business oblivious while {minor spoiler} you get into a fight at your birthday party. In contrast I thought the dialogue was decent, perhaps even approaching low level Bioware in quality (yeah, not really huge praise but better than I expected to be honest) and a big improvement over Oblivion. Though with the way most of the streamers were playing it's difficult to say for sure.

This was probably my number one concern when I first heard about VATS. Who's up for riots?

I suspect it was exacerbated by some level scaling, IIRC the guy was level 3 at the time so probably ran into a less-than-super supermutant. Still, considering supermutants would splat you like a bug even at fairly high levels in the originals...

My only reference of a modern time RPG with FPS elements is Vampire:The Masquerade Bloodlines.
If the game manages to have an atmosphere as cool as that game but without being as buggy I will be sold.

I'm hoping for that myself.
You can definitely categorize me as an angry Fallout fan, but I also love this FPS/RPG genre, so even though I'm not thrilled to see the spin-off-influenced GI-JOE depiction of the Brotherhood, and Ghouls that can run and maul you, I do hope it's a solid game in its own right, which I think it will be. It's bound to better than Beth's last game, Oblivion, without those stupid gates.
