There's an ongoing violent conflict in the north Caucasian region. And related to this there have been several terror attacks by Chechens in Moscow. So it's not too surprising that people assume this was another part of that conflict.
It's not the first time either that Putin tries to blame these on "international terrorism" because he'd love to make a connection with Al Quaeda, so he can justify any and all measures taken against Chechnya.
