He wasn't talking about gameplay, he was talking about atmosphere. And on that front, he's right. Imagine if Thief 4 came out and had exactly the same gameplay, but was cel-shaded and had massive spiky shapes with "BOFF!" written in them popping up whenever you blackjacked someone. I know I'd be underwhelmed to say the least.

I think that would be bad for a sequel, yes. But for a new game which no one has played its a bit odd to be looking forward to it then go "oh, art has changed no thanks".
Art is very important though. Something like ZenoClash wouldn't be ZenoClash with different art. Snap with Thief. But this is all in retrospect. I suppose I'm of this opinion (about Borderlands) because I thought the original graphics were a bit bland. Run of the mill grim grey brown. At least it has some style to it now. May still be rubbish, but better looking rubbish.
Edit: Actually if Thief 4 was like that but was done with some panache that retained the dark atmosphere I'd be fine with it. Heck, it could be awesome.

I expect art to be indicative of the game's style and atmosphere. The style looks less ambient and gritty and more in-your-face action. I know nothing whatsoever of the gameplay, but I'm not fond of the style shown in the trailer.
You can make a dark game using cel-shaded graphics, as per your edit- but dark and stylized is not the same as dark and realistic, and the atmosphere's significantly different.
