I like how you put that in quotations like what I said was at all invalid.
It was a throwaway joke, period. Gearbox being Gearbox clearly think it's funny enough to make an entire DLC out of it- or at least that's what it looks like anyway.

Well, looks like this DLC will finally allow you to shoot the buggers, so I believe this would be just the thing for Claptrap-haters. ;)

Just finished this and it's... ok.
Very similar in structure to The Zombie Island of Dr. Ned incl. a repeat of the Braaaaaaaaaaaaains quest (which is slightly disappointing after The Secret Armory of General Knoxx maybe), but it's essentially more of the same. Difficulty seemed slightly off though; my character was level 45, whereas the enemies were between 36 and 41. Made it slightly too easy.
All in all, if you previously enjoyed vanilla Borderlands and the other DLC, there's no reason why you shouldn't like this.
